But behind the expression “backyard refinery” is not a homemade homemade product, but an industrial module that must be designed, manufactured and installed by licensed enterprises.

The design of small refineries is carried out by specialized institutes and engineering companies, which have the right to develop technological schemes, perform heat and mass transfer calculations, design pressure vessels and prepare documentation for Rostechnadzor. Among the key players is PrivolzhskNIPIneft, which designs small refineries with a capacity of up to 500 thousand tons per year and supports the installation of equipment at partner plants. In the segment of block-modular units, REOTEC operates, which has been producing atmospheric distillation and condensate stabilization units for more than 30 years. Large turnkey projects are carried out by ZAVKOM-Engineering, which uses the capacities of the Tambov Komsomolets plant and specializes in automated complexes that bring fuel quality to commercial standards.

The production of mini-refineries is carried out by machine-building plants that have licenses for the production of pressure vessels, heat exchangers and process units. This is a mandatory condition: oil refining equipment cannot be manufactured in a garage. A separate segment is micro-installations with a capacity of 1–10 cubic meters per day. They are created by scientific groups at technical universities, including branches of MADI and USPTU, which assemble experimental modules for processing stable condensate. In Bashkortostan, the TNK-ExpoInvest company supplies compact cyclic and continuous installations for the local separation of hydrocarbon fractions.

Installation of mini-refineries is carried out either by the manufacturers themselves or by contractors who have SRO approvals and experience working with oil and gas technological equipment. Installation includes installation of modules on site, connection of communications, piping, installation of security systems, commissioning and testing. Depending on the capacity of the facility, installation takes from several days to several weeks. After completion of the work, commissioning is carried out, which includes checking technological conditions, certification of finished products and registration of permits.

Against the backdrop of growing demand, regions began to record a surge in offers for the sale and installation of mini-refineries. In the Perm region, two mini-refineries worth about 20 million rubles each appeared at electronic auctions. In the Irkutsk region, American skid blocks with a total capacity of 50 thousand tons per year are put up for sale for 200 million rubles. In Moscow and St. Petersburg, modular units are offered on the secondary market at a price of 8–9 million rubles. In the Kemerovo region, machine-building sites offer the production of modular complexes with full factory readiness, which are sent to customers in other regions. In the Krasnodar Territory, serial production of mini-refineries of the Everest series has been launched, costing from 7.3 million rubles. In the Rostov region, local manufacturers offer compact installations for refining oil and waste oils at prices starting from 2 million rubles.

This geography shows that the market has already begun to emerge as a distributed network, where small businesses can locate their own mini-refineries on their sites. However, compliance with regulations remains the key condition. Any oil refining facility, even the most compact one, requires a license from Rostekhnadzor, environmental assessment, approval of design documentation and compliance with fuel quality standards. This means that a “yard” mini-refinery is not a home-made product, but an industrial facility that must be designed, manufactured and installed in accordance with government regulations.

The correct organization of such a mini-refinery begins with site selection. The territory must meet industrial safety requirements, be able to connect to energy supplies, provide transport access and provide areas for storing raw materials and finished products. At this stage, the entrepreneur determines the format of the future facility: a block-modular plant, a skid block or a micro-installation. The choice depends on the volume of processing, the availability of raw materials and the economic model of the business.

The next stage is design. Companies offer standard projects adapted to specific conditions. The project includes a process flow diagram, a list of equipment, site requirements, a safety system and environmental parameters. After approval of the project, production of modules begins at the machine-building plant. This is a key point: the equipment must be manufactured at a licensed site that has the right to produce pressure vessels and heat exchange units.

Installation of a mini-refinery on the territory of an enterprise takes from several days to several weeks. After installation, commissioning, testing, verification of technological conditions and certification of finished products are carried out. Only after this the facility can be put into operation.

Against the backdrop of growing demand, advertisements appeared on the Internet for the sale of “home” installations that supposedly allow the production of gasoline and diesel in domestic conditions. Such offers are illegal and dangerous. Home-made installations do not have technological protection, do not meet industrial safety requirements and cannot produce fuel that meets the standards. Their use violates the law and poses a threat to people and the environment.

A legal “backyard” mini-refinery is part of a new infrastructure model that the state offers to small and medium-sized businesses. Compact plants allow raw materials to be processed locally, reduce transportation costs, supply local markets with fuel and increase the sustainability of the regional economy. When properly organized, such facilities become part of a distributed network that can operate in parallel with large refineries and provide flexibility in supply.

The prospects for the small oil refining market are related to technological modernization, the development of modular solutions and increased participation of SMEs. The presidential statement became a political signal that accelerated the formation of demand and brought the topic of mini-refineries to the public agenda. In the coming years, we can expect the emergence of new production sites, an expansion of the range of modular units and an increase in the number of enterprises that will locate mini-refineries on their territories.
